Bars interference with properly settled estate matters. The Executor's Office, as successor in interest and perfected title holder, holds exclusive authority over trust administration. No public agency may administer matters within the Executor's exclusive domain.

Defines the administrative authority of the Postal Service. USPS authority is limited to statutory grants and does not extend to interference with lawfully posted mail compliant with treaty obligations.

"Whoever knowingly and willfully obstructs or retards the passage of the mail, or any carrier or conveyance carrying the mail, shall be fined under this title or imprisoned not more than six months, or both."

Establishes basic standards for international mail handling, including compliance with UPU treaty obligations and proper treatment of foreign-origin mail.

"Some foreign post offices do not put postage stamps on parcels. All such parcels received must be regarded as prepaid." This binding USPS directive confirms the obligation to deliver foreign prepaid mail.
