DIRECT NOTICE TO AGENCY HEADS — PERSONAL LIABILITY

The P.J.M. Executor's Office, successor in interest and perfected title holder, operating as Private Office Paramount, post-probate and under seal (File No. 131-76-126387), issues this Direct Notice to all agency heads listed herein.

Recipients of This Direct Notice:

  • Postmaster General — United States Postal Service
  • Inspector General — USPS Office of Inspector General
  • Registrar of Titles — Universal Postal Union
  • Governor Kathy Hochul — State of New York

PURPOSE OF THIS NOTICE — FOUR CORNERS RULE APPLIES:

This Direct Notice establishes personal accountability for each recipient. Each agency head is personally liable for the actions of their subordinates and agents in obstructing, defacing, and delaying the official mail of this Executor's Office.

This notice is attached to and incorporated by reference in all Orders issued this date.

Only the facts recited herein govern. No inference, policy interpretation, or assumption may vary these terms.

SUCCESSOR IN INTEREST STATUS: The Executor's Office stands as successor in interest, holder, and perfected title holder of the authenticated settlement agreement. Legal title has been perfected and transferred. Public servants have no authority to administer matters within the Executor's exclusive domain.

VIOLATIONS DOCUMENTED: USPS agents have committed federal crimes (18 U.S.C. §§ 1701-1703) and violated international postal treaties (UPU Articles 5 and 114RL) by obstructing, defacing, and returning Certified Mail 7021 1970 0000 8654 8716.

FULL RESTORATION REQUIRED: Each agency head is personally accountable for ensuring full restoration of the Executor's position prior to interference. No response, defense, or counterclaim shall be cognizable until full restoration is achieved. Each day of non-restoration compounds the remedy owed.

PERSONAL ACCOUNTABILITY: Each recipient is hereby personally notified and placed on the record. Failure to act, continued obstruction, or retaliation will result in personal liability and additional remedies including but not limited to:

1. Personal liability for damages under 42 U.S.C. § 1983.

2. Personal bonds and surety claims.

3. Criminal complaints for additional violations.

4. International treaty violation complaints.

5. Compounding daily restoration fees until full compliance.

DECLARATION: This is not a re-probate matter. This matter is settled, post-probate, and under seal. The Executor's Office is a Private Office Paramount and is not subject to public administration or policy.

Notice to Agent is Notice to Principal

Any notice or communication required or permitted to be given under this Notice shall be deemed duly given when delivered personally, sent by registered or certified mail, or transmitted by facsimile or electronic mail to the respective parties at their designated addresses. Failure to respond constitutes acquiescence. The Executor's perfected position must be fully restored before any counterclaim or defense may be asserted.

Notice Regarding Complaint vs. Claim

COMPLAINT: Explains wrongdoings; seeks correction or apology. Limited filing period; court acts as estate trustee. CLAIM: Demands compensation; bona fide assertion triggering full executor rights against unauthorized administrators.

This Direct Notice constitutes a COMPLAINT seeking correction. Mail delay has incurred service fees, stalled estate affairs, and disrupted registrar communications. Should correction not be forthcoming, the Executor's Office reserves the right to convert this to a bona fide CLAIM, triggering full enforcement and personal liability.
