The P.J.M. Executor's Office, successor in interest and perfected title holder, operating as Private Office Paramount, post-probate and under seal (File No. 131-76-126387), issues this Order and formal notice to the Chief Executive of the State of New York.
MATTER OF RECORD — FOUR CORNERS RULE APPLIES:
The P.J.M. Estate & Trust is a Foreign Grantor Trust, post-probate, operating from Westchester County, New York. The Executor's Office is a Private Office Paramount, not subject to public administration or policy.
The United States Postal Service has unlawfully obstructed, defaced, and delayed certified mail from this office in violation of federal criminal statutes (18 U.S.C. §§ 1701-1703) and international postal treaties (UPU Articles 5 and 114RL).
Only the facts recited herein govern. No inference, policy interpretation, or assumption may vary these terms.
SUCCESSOR IN INTEREST STATUS: The Executor's Office stands as successor in interest, holder, and perfected title holder of the authenticated settlement agreement. Legal title has been perfected and transferred. The public has not been granted any beneficial interest or authority to administer these matters.
NOTICE OF VIOLATIONS: USPS agents operating within New York State have committed federal crimes by obstructing, defacing, and returning official mail of the Executor's Office. Certified Mail tracking number 7021 1970 0000 8654 8716 documents these violations.
FULL RESTORATION REQUIRED: The Executor's perfected rights must be fully restored to the position held prior to public interference. The State of New York is hereby noticed that no state action, policy, or administrative process shall be cognizable until the Executor's Office is fully restored to its prior position.
EXECUTIVE NOTICE: The Governor of New York is hereby formally notified of these violations occurring within the State's jurisdiction. This notice places the State on record regarding:
1. Federal criminal violations by USPS agents within New York.
2. Breach of international postal treaty obligations.
3. Interference with the lawful administration of a post-probate trust.
4. Requirement for full restoration before any state response is cognizable.
DECLARATION: This is not a re-probate matter, nor a matter for public policy determination. The Executor's Office operates as Private Office Paramount, under seal, with perpetual authority under New York Estates, Powers and Trusts Law (EPTL § 11-1.3) and Surrogate's Court Procedure Act (SCPA §§ 707, 711).
RESERVATION: All rights reserved without prejudice. This Executor's Office reserves all remedies available under law, equity, and treaty.
Any notice or communication required or permitted to be given under this Order shall be deemed duly given when delivered personally, sent by registered or certified mail, or transmitted by facsimile or electronic mail to the respective parties at their designated addresses. Failure to respond constitutes acquiescence. The Executor's perfected position must be fully restored before any state action or response may be asserted.
COMPLAINT: Explains wrongdoings; seeks correction or apology. Limited filing period; court acts as estate trustee. CLAIM: Demands compensation; bona fide assertion triggering full executor rights against unauthorized administrators.
This Order constitutes a COMPLAINT seeking state intervention. Mail delay has incurred service fees, stalled estate affairs, and disrupted registrar communications. Should correction not be forthcoming, the Executor's Office reserves the right to pursue a bona fide CLAIM.
