The P.J.M. Executor's Office, successor in interest and perfected title holder, operating as Private Office Paramount, post-probate and under seal (File No. 131-76-126387), issues this Order to the Registrar of Titles at the Universal Postal Union.
RECITED FACTS — FOUR CORNERS RULE APPLIES:
The United States Postal Service unlawfully intercepted, defaced, and obstructed official mail designated per IMM § 742.2 and UPU Article 114RL.
Certified Mail tracking number 7021 1970 0000 8654 8716 was willfully defaced with extraneous wet ink and unauthorized stamps, unlawfully detained, and returned without delivery.
These actions constitute violations of UPU Article 114RL (Foreign prepaid postage), UPU Article 5 (Inviolability of postal items), IMM § 742.2 (Foreign prepaid parcels), 18 U.S.C. §§ 1701-1703 (Mail obstruction and delay).
SUCCESSOR IN INTEREST STATUS: The Executor's Office stands as successor in interest, holder, and perfected title holder of the authenticated settlement agreement. Legal title has been perfected and transferred. The Four Corners Rule applies—only recited facts govern.
NOTICE OF TREATY VIOLATION: The United States Postal Service, as a member administration of the Universal Postal Union, has violated international postal treaty obligations by obstructing, defacing, and refusing delivery of lawfully posted correspondence from this Executor's Office.
FULL RESTORATION REQUIRED: The Executor's perfected postal rights must be fully restored to the position held prior to USPS interference. No administrative resolution shall be deemed adequate until the Executor receives: restoration of postal privileges, removal of defacements from record, and acknowledgment of treaty violation.
RECOURSE REQUESTED: This Executor's Office formally requests the Registrar of Titles to:
1. Acknowledge receipt of this complaint regarding USPS treaty violations.
2. Record this violation in the appropriate registry of complaints.
3. Provide guidance on available recourse under UPU protocols.
4. Issue appropriate notice to the USPS administration regarding compliance.
5. Confirm when full restoration of the Executor's position has been achieved.
DECLARATION: This matter is settled, post-probate, and under seal. The Executor's Office operates as Private Office Paramount and is entitled to all protections afforded under international postal treaties.
Any notice or communication required or permitted to be given under this formal complaint shall be deemed duly given when delivered personally, sent by registered or certified mail, or transmitted by facsimile or electronic mail to the respective parties at their designated addresses. Failure to respond constitutes acquiescence. The Executor's perfected position must be fully restored before any complaint may be deemed resolved.
COMPLAINT: Explains wrongdoings; seeks correction or apology. Limited filing period; court acts as estate trustee. CLAIM: Demands compensation; bona fide assertion triggering full executor rights against unauthorized administrators.
This formal complaint seeks registrar acknowledgment and correction of treaty violations. Mail delay has incurred service fees, stalled estate affairs, and disrupted registrar communications. Should correction not be forthcoming, the Executor's Office reserves the right to pursue a bona fide CLAIM.
